Drivers Jonas Planning team secures resolution for Leeds Tower

On behalf of KW Linfoot and Scarborough Development Group, the Drivers Jonas Manchester Planning team has secured a resolution from Leeds City Council to grant planning permission for 'Lumiere' - two towers of 54 and 32 storeys linked by a fully glazed Winter Garden in the heart of Leeds City Centre. The site is located at the convergence of Whitehall Road and Wellington Street, in close proximity to Leeds' Railway Station.

The decision came after 18 months of intensive work and paves the way for a development that will include a 560 ft (171m) residential tower, higher than the Beetham Tower in Manchester (which Drivers Jonas Manchester also won planning permission for) which currently holds the record for the highest residential accommodation in Europe.

Several factors have been critical in securing planning permission. Firstly, due to the highly visible, high profile nature of the scheme, a truly stunning piece of architecture was required which Ian Simpson Architects has delivered. In addition, the creation of a genuine mix of uses and sustainable tall building community, including 650 apartments and a further 200 serviced apartments, 100,000 sq ft office space, a dentist surgery, shops and cafes and an arts exhibition space.

Fundamental has been close collaboration with Leeds City Council officers and members, particularly in terms of demonstrating that the site is an appropriate location for a tall building amidst the numerous tall building proposals coming forward in Leeds and in light of the City's own emerging tall buildings policy.

Finally, the most comprehensive and robust set of planning application documentation that the City has ever seen was required including full Environmental Impact Assessment containing a detailed analysis of over 100 views of the scheme and the preparation and assessment of approximately 30 verified photomontages.
